I'm guessing 2 reasons:

1. It;s been good for Aprilia to have consistency, especially with an experienced rider
2. I doubt many riders in MotoGP were interested in that seat, hell even rookies have continually turned it down.

I remember Crutchlow was scathing Aprilia for their treatment of Redding, then nearly signed with them in 2020..!

They pandered to Rossi by letting him punish Michelin for allegedly ignoring him. It was crazy seeing him skulking around the GPC tire meetings and telling everyone involved that he demanded Bridgestone or else. Rossi was addicted to winning and he was going through withdrawal. He needed rehab, not more drugs. But the TV people wanted Stoner to have a rival.

Rossi’s wins in 2008 and 2009 were legit, imo. The tires changed. It was Rossi-Burgess vs Stoner-Preziosi. Rossi Burgess won, and then they went to Ducati because everyone assumed the would fix the Desmosedici. That was a bridge too far.
