Moto 3 is a 20 lap race, not 18-20 so 13 is one short of 2/3.

One more time. In Dorna’s math 13 laps IS ⅔ distance of a 20 lap race. Has been so for some time.

Normally it's rounded up ie 3.142 as opposed to 3.14159265....
