Is that because the parts Rossi asked for and Ducati made didn't make any difference like all the others?

No reliability issues, they'll probably eventually be put on, but not for this race. Last I heard from JB they haven't gotten the parts they asked for, but I guess we can take your word for it and not the word of the crew chief who actually works on the bike.
