Inappropriate speed is.
Inappropriate speed is not related in any way, shape, or form to the speed limits in the UK or anywhere else for that matter. You can be doing 50mph in a 60 limit and if the circumstances are wrong then that can be dangerous. Same is true the other way around. The public road is not dangerous, the idiots that can't drive appropriately
are.
I have no idea how busy the A22 was when he was clocked, but 196kph is only 40mph above the French speed limit of 130kph and would be completely legal in Germany on many sections of their autobahns. How is that a "silly speed"? If grandad with his Volvo and ..... eyesight was doing it then it may be possible to class it as silly and dangerous, but an F1 driver with his reaction times, give me a break.
Finally, not all laws are inherently "good" and there are many I consider myself to be above - speed limits are one of them. As I said, speed limits that do not vary with road and weather conditions cannot not make sense at all times. Sometimes they are too high and sometimes, if you have the ability and the machinery to go faster, then they are way too low to make statements such as "to exceed them
is dangerous".
