He was 13, the youngest he could road-race in Australia is 16. He wanted to road-race, he had to go overseas. In Europe he could race at 14, so they packed up and moved to the UK.
Am sure you know better but wasn't there one state (I seem to recall it being Qld) that allowed 14 year olds to race under specific conditions, but the bikes were not of a high spec.
As I said, that is purely from memory that the issue was that he could not race Australia wide, nor compete in Australian championships but essentially and sadly yes, his future was restricted and so he did the correct (IMO) move

The more recent MRRDA did start the change somewhat by getting changes that allowed younger kids to race and this has flowed across to the clubs (well those that I have attended) who have allowed kids to race. However all is severely restricted in terms of bikes etc and this is a definite reason why many need to go elsewhere to progress
