I suspect you are wrong regarding ECU. Banning sensors and actuators will not increase cost it will decrease it. Less advanced sensors -> a lot less development and testing of software and hardware. We like to think that the TC is advanced but we are just at the start. As it develops it will require more sensors, more accurate sensors, huge amounts of testing AND it will require lots of work preparing for each track, making sure every turn has the right paramteres. It will also increase the distance between the teams with the rseources and historic knowledge and any new teams.
