We need to keep in mind that last year MM did not have what is considered the best package while racing in Moto2. He still managed to hand defeat to all his opponents using this lesser equipment. Rumors were started claiming he had a cheater bike and after an intensive teardown all that was found was an extra sensor that fell within the limits of the rules. So yes it could be assumed that he would win on a lesser bike. Even on a Sat bike Honda would have made sure he had all the tech and top line hardware needed to win the races. Look to Repsol (and Ezzy) and not Honda for those that wanted the rookie rule dropped.
There once was a Team owner of 15 years who had the finest motor home, transport, mechanics, and equipment money could buy. He had the best rider in the series on his payroll. While attending a race they notice an old pickup with a tattered bike arrive in the pits and begin laughing. The teenager and his best buddy unload the bike and after the race dust settles he is the winner. The Team owner asks his rider "What happened?" and the rider replies "Cheater bike". So the Team owner storms to the promoters and claims cheater bike. A teardown is ordered and nothing can be found on the half worn out bike except an oddly butchered airbox. The team owner screams "See" and the promoters reply "He is allowed to mod the airbox and we can not judge his poor workmanship illegal since it is within the rules". Sometimes such rumors of cheater bikes will persist for decades.
The moral of this story is desire has a lot to do with winning races.
