Davide Tardozzi has all but confirmed they are going to use the GP24 engine. It remains to be seen if they are going to use any GP25 chassis and aero parts.
Apparently, it was reported by pitlane reporters for MotoGP.com feed that on his last run, Bagnaia went out on a bike that had the yellow scrutineering sticker from 2024 (i.e a GP24 bike).
This means the 2025 Ducati is basically going to be at the same level as the 2024. At least for the start of the season.

With Ducati going into the season with basically the 2024 bike and others making improvements I think we can be optimistic the 2025 season will be more competitive.
The only thing that speaks against the competitiveness is Marc on a factory Ducati.

Or they are just pouring their resources into 2027. Might help the 1000s go out with a bang, depending on what other teams do, but it doesn't bode well for 2027 unless some of the big teams guess wrong, and the pecking order is shuffled.

Ducati know their 24 bike, and the limited testing they've done this season doesn't fill them with enough confidence that they should homologate the new edition for two seasons.
Opt for one development route for six bikes, and not two developments for three of each.

They have also learned their lesson from the GP22. Remember what a bad season the Pramac boys had? Meanwhile, Bagnaia chose to retain the GP21 engine and won the title.

With no Ducati engine advancement that should lead to closer racing in 2025 and 2026, however it doesn't stop them developing elsewhere on the bike
