Weather I should think, no point in trying to organise winter testing at Donington!
I also think some circuit organizers will advertize themselfes as testing venues, but some circuits will all but shut down over winter. I'm not really sure to be honest.
Malaysia is summer season all year long and is very cheap to book near the Japanese manufacturers and has all the curves that can give a good base setup for other tracks.

Well I don't know about Italy, but Japan is pretty damn cold this time of year, and that might not be enough to stop them but Sepang offers a summer environment, which better simulates the summer during the race season in Europe, I guess.
