You have to put 2 and 2 together. MotoGP has no semi-automatic gearboxes. Obviously, the technology is available, but the benefits are probably pretty small. I can almost guarantee that the MSMA have agreed to ban semi-auto and auto clutch actuation for the good for the sport.
How is launch control different than a semi-auto or auto gearbox? If LC controls clutch modulation, it isn't any different than an auto gearbox except that it is turned off.
It is a very small jump from LC to semi-automatic gearboxes. In my opinion electronic transmissions would hurt the spectacle of the sport and they are certainly more expensive than slipper clutches and simple algorithms for engine braking.
I think LC was a loophole in the ban on auto gearboxes and the MSMA and DORNA felt it was going to serve as a segue for undesirable future developments.
