Sort of correct. There is a ban on tobacco sponsorship of sports events, but sponsorship of racing is covered by the ban on advertising. This has come to a large degree through the EU, as Europe has the largest audience for motorsports (well, other than NASCAR).
Marlboro is allowed to sponsor the Ducati team, but there is no visible sponsorship on the bike, and the Marlboro logo is nowhere to be seen. Only the name is linked to the team (officially, the Ducati Marlboro team). But Marlboro is never shown or used on TV.
