No, its a term that cowboys made up for their rodeos I think.
Thats how I was exposed to it here in the USA.

They ride their horse, tie up an animal by the legs limiting their movemenet and whoever does it the fastest wins.

Hog-tie is the term for doing that.

^ --- what I know is "hog tie" as in how you tie in a pig or a bull, you know that one that they do in ranches when they're trying to bring down a cow/bull: tie the four legs together... I didn't know it has other meaning, sorrry...
