I am to tell the conclusion. I watch many time motogp race at Sepang replay. I analyse the video slow motion very carefully and must say it is both fault. The pilot of 46 slow down very fast and wide to slow Marquez to have word with him. 
You can see him screaming at him very mad because Marquez ride very dirty. Marquez can overtake any corner and very much faster in the straight ways. He just play with him and you cannot say no. :furious:
For him not getting penalty is wrong. :furious:
So Rossi must receive penalty not pushing hard and slow like that is no good. But from analyse the video slow motion you see Marquez try to head slam Rossi leg :cold: and throw him off his bike. Marquez plan goes wrong and when head slam his knee comes off and foot hits his steer bars. From video Marquez try to make Rossi fall but fail very bad.
