There is an understanding in racing that if you lean on someone from the outside, you're inviting peril upon yourself. Rossi did put him to the edge of the track, which is what he is supposed to do when someone tries to go por fuera.
No penalty was assessed b/c the corkscrew does not reward riders for cutting the corner; therefore, race direction does not enforce the rules. The corkscrew (perhaps all of Laguna Seca) is the Wild West of MotoGP. As long as everyone survives, the posse will rest.

I don't know if this post is Tongue-in-cheek but I'm assuming it is.
It's pretty much accepted by most people on the web excluding Krop that Race Direction is Is a nonexistent joke

He (Kropotkin) approved the manuever and RD concurred
The book was immediately closed so no amount of whining
could ever change the decision of Race Direction
Unless
Someone could convince Krop to change his mind
Then the matter would again be taken under consideration.
