if you look at lap times and i believe rossi set a new one in spain, you could argue he is better than he has ever been , but so is his competition like stoner & lorenzo. setting new lap records is not a sign of old age slowing you down.
My take on it is that at the pinnacle of the sport its fair to measure the best against the second best. So the laptimes may get faster or slower, the bikes might get better, the tracks might change but at the end of the day we are still looking at the best riders in the world (if that is what you believe, and i'm not a superbike boy so i do). Rossi was beating these guys far more comfortably 02-05 than he has 06-09, even if he is still the best.
