I think that is the biggest issue for Tech 3. How quickly will they get parts. What happens when the entire efforts are put towards getting the pneumatic valve going.. at this stage the Pneumatic valve should be equal to the standard engine - its the start of the season. Your new machine should be at least equal to where you left off last season.
Rossi has said that the top speed of the pne-engine should be 5km/h or less than that of the Ducati. I don't see equal effort going to Tech 3 unless there is an all out push to win the Manufactures championship this year by Yamaha - by fielding as many a competitive machine as possible... who knows we will see.
Is it such a big issue to change from spring to pnumatics? My guess is that on a well designed machine they could simply swap the top on the two engines, possibly the throttle bodies and off they go with new software icluded of course.
From the article it even sounds like that's exactly how it is: an upgraded machine with two different tops. Who knows
