If Rossi wanted to make a full time switch he could do so at any point in his career. The "old dog, new tricks" theory doesn't really apply to Rossi. If he can go as fast as he has shown in WRC with little to no seat time at 27, then going faster with time at a later age shouldn't be a problem. When you can make stuff go fast, you can make stuff go fast. No matter your age or experience.
