Looks like Fernando meant "World Riders Champion." F1 has the "WDC", which is World Drivers Championship, so maybe Fernando made the natural adaption for Moto GP: WRC.
Although I must admit, when I saw the thread title I thought I would find a press release saying Loris was going to sample a WRC car.

No, I don't think Loris will win next year's championship.
This year there were many tracks were the Bstone tyre gave the Ducatis an unsurmountable advantage over Honda and Yamaha the other better bikes, they only had to care about Shitzuki and Kawasaki and they got beaten a few times by these (Assen, Laguna Seca ...)
Next year there will be 3 Honda's on Bstones with 3 very capable riders (Melandri, Nakano & Elías) so I think that unless Ducati makes a better bike than Honda, Loris won't win the championship.

Ok i'll answer your question in as much detail as I can.
Valentino Rossi is a 5 timesm oto gp world champion, 7 in all classes; he has won the last god knows how many championships in a row.
BUT this year's championship was won in the final race by NICKY HAYDEN seeing as VALENTINO ROSSI (who had an 8 point lead going into the race) crashed out and could only recover to P13/P14 come the end of the race. Nicky Hayden won the championship by a mere 5 points.
Loris Capirossi finished 2nd in that race, behind his substitute team-mate, Troy Bayliss; who won the race! This moved Capirossi into 3rd in the world championship overtaking Marco Melandri of Fortuna Honda who moved down to 4th.
Loris Capirossi is a ducati rider, who has signed for next year on the ducati also. Keep an eye out for him next season, he'll be a huge contender!
