You have to click on Browse, then once you have selected a picture, you then click on Upload. You should get a message that says:Upload successful and is available from the 'Manage Current Attachments' menu. You will see it as a toggle on the right side of the screen. Click on the toggle, then go to the icon that has the "+" symbol. You should see the name of your file____.jpg. When you put your cursor over the "+" icon you will see a message that says, "Insert attachment into text editor". If you clicked on it, the reply box (this is where you are entering your message) should indicate that you have an attachment in that field. You should see brackets with the word attachment=the name of your file.jpg. I've done it below just to make sure it all is working.
Don't pay attention to the drunk ... fool that got so hammer that it was just inevitable that "friends" would make an example of just how blasted he got. I upload this picture for purely education reasons.
