Incidently did you know Rossi is a keen WRC racer, he has entered several races over the last two seasons, he has entered the previous two Newzealand rallies, the first year he ended up wraping the car round a tree! and this year he also entered the Welsh rally.

These accidents happen occassionally, unfortunately. But these types of accident happen occassionally in pretty much all forms of motorsport.
With rallying, the spectators are a real hardcore type of human being! They trudge for miles to watch, then try to find the best vantage point whilst giving a little consideration to a possible escape route!!! It must be a tough job for rally organisers to decide where it is, and where it isn't safe to spectate, and even then they have to absolve themselves from responsibility with the "motor sport is dangerous etc" signs. (as with all motorsport)
From this report it seems the spectators and press were pushing the boundaries. I can guess the photographer may have had reason, maybe even permission to be in that area, and then human nature being what it is tempted others in. 5 were injured, I wonder how many escaped?
I know Portugal will face questions, but in the grand scheme of things it's not a disaster.
