There are two problems I have with that. The first is that I'm not seeing what you're saying. There's nothing wrong with not directly quoting someone. If Burgess didn't phrase things precisely as written, there's no place for quotation marks. It's quite possible to report what someone says without quoting them verbatim.

The second problem I have is I'm not quite sure what you mean by "It's occasional lack of quotation marks really puts me off that article". Someone who can't even spell 'its' correctly has no business judging an article with no obvious problems on how it is written.
