I'm personally not for weight to rider regulation in the premier class. I am for making a bike powerful enough that height and weight of a particular rider will not be a significant factor. I guess you can look at it, as having excess power is a way of negating any advantage or disadvantage for a small rider.

Are you aware of the regimented weight control that 125/250 riders deal with right. Well its not like Canepa is saying he wants to diet for the hell of it. So this leads me to believe that the weight is a very significant issue.

Interesting,

I will have to throw a 20kg bag of cement on the CBR1100XX and measure the difference in acceleration. Going by XX Curves XX notion it will not make an ounce of difference because of the size of the bike being over 800cc.

I am aware that talent float to the top in 125 even if they are twice the size of .....
I'm also aware that 190cc off the 990 is a relativly small change compared to the what the two other clases have to work with. This is particulary true as 990 gave them "more than enough", with the 800 they have had to work hard for the drivable power. That's called R&D and that's a good thing, except for the cost of course.
I see you focus entierly on the penalty added weight give, and ignore the fact that these bikes need a certain size and force to ride well. Adding to that the body of skilled rider will not influence they handling of the bike as much as dead weight. These to points together are too important to ignore.
Finally, it's obvious that you want a larger engine, (allthough that's really a side track here) but will it change that much. The 800's has all the power they need 98% of the time, regardless of the weight of the rider. In the final 2% no displacement or power output is enough, or can make up for added weight.

Nope it's not. Pedrosa strugle in some situattions. Especially any hard braking, but he also have problems in high speed chicanes or Ses. That's observable problems and I'm sure there are many other places.

Any rider know that to jokey a stiff racing bike over bumbs takes some work. In a situation with combined weight limit the smaller riders have to handle a heavier bike with less force and weight of his own. Not exactly an advantage.
