I have noticed these tall fork caps before, they don't always run them, although very noticeable when they do. It does appear that the rod runs all the way through it, but whats in the cap? additional cartridge? or are they just running a taller spring?

In that first pic of the M1 in profile, it seems as if they are running quite a bit of rake
