Given the high temperature, doesn't conventional wisdom say the tire choice would be the hard option? Why wasn't the hard tire working?

Does anybody believe Bottas' tire pressure (which slowed him down significantly) was wrong by accident? Edit: Mercedes acknowledged the tire pressures were incorrect throughout the race. Looks like sabotage to me.
