It is not offtopic. The RD has set a precedence. You can't penalize anyone anymore. If kicking riders out of the track is only penalized by 3 driver license points, than how on earth are you gonna penalize someone for passing under yellow ? You simply can't anymore. So it doesn't matter if it happened or not. End of discussion and this thread.
