Unfortunately, the myriad of national and local laws, regulations and policies is way more complex than that. So complex that even Dutch law enforcement and the legal system are unable to deal with it coherently. To add, there have been efforts to restrict soft drugs to non Dutch citizens, but this applies more (but not exclusively) in the regions near the border than to Amsterdam.


Rule of thumb for foreigners in Amsterdam: buy your weed at a coffeeshop, smoke it there or in the privacy of someones home and you are extremely unlikely to get into any sorts of trouble with the law.
