Every racer does it ................

Every racer will disregard a yellow flag and NOT slow as they know that their competitors will not slow.

I have said time and again that technically speaking, each lap with a yellow flag should see all or most riders slower in the yellow flag sector but we do not.

The issue is not one rider it is all riders and their behaviours where others may be on or around the track.
